This is standardized and works with a range of virtualization tools. This is the standard format for virtual appliances that Microsoft usually uses – also for Intel developer previews, by the way. Visually and functionally, Windows 10 ARM is identical to the Intel version.
The situation has now changed with the M1 Macs – however, Microsoft still does not sell Windows 10 for ARM freely. The reason for this is also that Windows 10 ARM cannot (yet) run all Windows programs - and of course the fact that only very few systems other than tablets have so far been considered for Windows on ARM.
Unfortunately, this is currently not available on the open market, but is sold together with ARM devices if they are supposed to run Windows. Windows 10 ARM is a Windows version adapted for ARM processors.
